Mandate The Committee studies government bills to check their conformity with human rights and other constitutional aspects. It prepares legislative proposals and monitors compliance with relevant national and international human rights standards.
Membership 17 members - elected for the whole term of Parliament (four years).
Working methods The Committee may hold hearings, which are not public and may on this occasion hear government officials. Decisions are normally taken unanimously (otherwise a majority decision). Written (and public) reports are submitted to the plenary or take the form of statements to another committee.
Relations with other parliamentary bodies Statements are made to other committees concerning the constitutionality of bills within their competences.
Relations with external bodies These include informal discussions with the Ombudsman and a formal study of his annual report.
Subjects dealt with One very topical issue during 2008 has been the right to privacy / data protection, especially with regard to such issues as electronic storage and giving of information about data subjects. Other rights frequently dealt with include non-discrimination, fair trial / good administration, right to property, freedom of religion and right to social security for disabled persons.
